The procuring entity requests offers for the following service package: • Data telecommunications network and related options. The supplier must offer the complete package. Partial offers are not accepted. Alternative offers are not accepted. Detailed information and tender requirements for this package are found in Appendix 1 of the request for proposals, which specifies the minimum and quality requirements for the services to be offered. As part of the procurement, connections on the Client's owned fiber network will be sold to the Supplier. The Supplier shall state in the price schedule the price it will pay the Client for the fiber network. The procurement has not been divided into lots because it is a technical and functional package whose division into lots would create significant technical and operational risk for the Client and could substantially impair the availability of critical telecommunications connections in the future. The procurement is conducted in accordance with the Procurement Act (1397/2016). The procedure is an open call above the EU threshold. Request for proposals documents are in Finnish and offers must be submitted in Finnish. The tenderer must note that access to procurement documents is limited pursuant to Section 69.3 of the Procurement Act: Not all procurement documents can be made available unrestricted, directly and in full in electronic form to protect confidentiality of information.
